Does this package ship flat?

It can be shipped flat as an unglued blank or a partially glued tube, but the end user then performs the final 3D gluing. If the converter completes the assembly, the blocks ship as rigid, empty 3D shapes, which increases freight volume.

Can I use this as a mailing tube for posters or parts?

It is not recommended for that job. Because the end caps are permanently glued shut, the recipient would have to cut or tear the heavy double-wall structure apart to retrieve the item. A standard tuck-end triangular mailer is a better choice for shipping goods.
