It can. Because the shoulder creates a slight internal ledge, automated insertion equipment must be calibrated to clear it. Manual loading is straightforward, provided the internal dimensions account for the shoulder's thickness.

Can this be made from thick corrugated board?

This carton is intended for paperboard. Micro-flute corrugated is generally too thick for the 180-degree internal shoulder fold, which would cause binding and cracking.
